Kawana Target in limbo after Environment Court appeal

THE future of a Target store approved for Home Central Kawana almost 12 months ago is being stalled by a legal appeal over the application.

Next month in the Planning and Environment Court Lend Lease will appeal the Sunshine Coast Council's decision to allow the department store to open at Birtinya.

Last year property management group Eastcote Pty Ltd, which represents Home Central, approached the council for a material change to accommodate a Target store.

The material change of use was necessary because the application was outside the regional plan and the Kawana Waters Structure Plan.

The Lend Lease-managed Sunshine Plaza is home to the only other major Target store on the Sunshine Coast.

In April last year, councillors approved an amendment to allow the Target store to go ahead.

Cr Peter Cox successfully argued for a motion that would allow Target to open temporarily on the condition it would move to the Kawana Town Centre five years from the date of approval.

However, an appeal by Lend Lease has set the development back.

Eastcote leasing manager Vincent Cesare said although the group had entered into discussions with Lend Lease several times, there had been no resolution.

Mr Cesare said the proceedings had been "very costly".

"We are disappointed that Lend Lease has decided to launch a costly court appeal, as it is our understanding that the proposed store will have no impact on other centres," Mr Cesare said.

He said Target had approached Home Central Kawana after it was unable to find an alternative location to build another store on the Sunshine Coast.

"There was a clear need by Target and there was strong support by the local community for another store," he said.

"Target chose Home Central Kawana to establish the temporary business, due to its close proximity to the future Kawana Town Centre development."

The 2000sq m store will remain empty until the matter is resolved.

"We haven't pursued anyone (else) because we have committed ourselves to Target," Mr Cesare said.
